No happy birthday singing, but we tried to find someone that needed a song. However, Lion Bill Stolly will celebrate his 29th, (actually 49th), on Friday. And speaking of birthdays this Friday, Arlene Fisher, member of the Starlight Club will also celebrate her birthday at the club this Friday.
Lion Dean will be on TV again, Friday with Holly on the WLIO Noon News. He will be talking about sugar screening at the Andersons on Elm Street on March 3rd.
May 9th will be White Cane Day, and it will be held at both Walmarts. Lion Dean is looking for some help to work a one-hour shift. The east side Walmart has two entrances, so we hope this will help add some donations. If you can help, call Lion Dean to get on the schedule.
PDG Larry mentioned that the District Convention is coming up March 20th to the 22nd at Sauder Village in Archbold OH. If you would like to attend, please contact Lion Larry for details.
At an upcoming meeting we will be making a vote on a Constitutional change to our club's bylaws. All members need to make their vote known. Details will be placed on the web site when available. (See the Board of Director Meeting Minutes at the end of our newsletter for details).
Volunteers are needed for the nomination committee for the officers of our July 2009 to June 2010 year. If you would like to help out, please contact Queen Lion Lynda.
The "All Ohio Lions Band" is looking for two students to play in the band. The students will need to pay $300 with 50% matching funds coming from our club. If you have a student who might be interested in marching in a parade, contact PDG Larry for specific details.
PROGRAM
Paige Townsend was in the den today to fill us in on the City of Lima's Budget.
For the 2008-year, there were $29.2 million dollars of expenditures, and $29.5 million in revenues. The cash balance for the City of Lima at the end of 2008 was $3.6 million dollars.
For the 2009 fiscal year there is a projection of $30.7 million dollars with revenues of $28.9 million. The current goal is to reduce spending during the year by $1 million by deferred hiring aor attrition and tight expenditure control. The forecast cash balance at the end of 2009 of $1.9 million could fall further if the economic downturn worsens and extends.
Manpower was reduced over the decade by 150 personnel, from 530 to 380 at the end of 2008. This amounts to a cost avoidance of in current dollars of over $7 million per year. What you may not know is that Safety Services and the courts are two-thirds of the budget.
Utility capital spending covered $50 million for water assets, and $50 million for EPA mandated sewer upgrades. The reservoir project is estimated at $30 million. This project will provide development of a valuable natural resource, and bring the reserves up to the required balance for; 1) meeting the drought requirements, and 2) provide reliable and secure reserves necessary to attract major industry. At the present time, Lima water rates are among the lowest 10% in the state and the new reservoir will maintain Lima as one of the lowest cost water providers in the state and region.

No Birthdays. Madam President Lynda and Jay are celebrating their 20th anniversary on Valentines Day.
Special guest today was Doug Norton, Lima Senior High school band Director. We presented him with a check for $250 to assist the band and to thank them for playing at the post office when we ran the bells for the Salvation Army.
President Lynda introduced her guest, Diane Motter from Citizens Bank.
Tuesday, March 3 we will be doing Blood Sugar Testing at The Andersons. Lions Joyce, Julie, Carol and Larry will be helping with this.
Received thank you notes from the Equestrian Therapy Program, Kitty Lusk, Marilyn King, and the Starlight Club.
Discussion was held concerning going back to meeting every week. There being no clear desire to do so, the issue was tabled for now. We can “revisit” this in the future.
Mainly it was felt that programs were hard to get for every week and also our main purpose is to serve, not just have programs.
Attendance was not helped by going to the 2nd and 4th Tuesday, but neither did it decline. The same Lions are going to make all meetings and others will come when possible. It doesn’t appear when we meet will impact attendance one way or the other.
Lion Larry proposed a change to the constitution by removing paragraph 1, Section B. Article XVII which states “The principal fund and any future gifts or bequests shall remain intact”. Our fund raisers are not returning the dollar amount that they once were and interest rates are much lower than in previous years. There are many projects we want to continue funding and we do not have the funds to do so.
This has been recommended by the board of directors and will be voted on by the full membership present at the meeting on March 11.
